At exact times of year does the sun measure a particular amount of arseconds? Perihelion=1962? Aphelion=1896?

I ume that the main factor in differences in arcseconds at different times is the change in the fraction of Astronomical Units throughout the year, and atmospheric refraction and astronomical seeing.
