When is it not okay to shout Ollie Ollie Oxen Free!?

I am an aspiring Mongolian coal miner as well as a Jamaican rice farmer if my life goals do not pan out. I am not sure, but I think I could use a couple of oxen in my rice-fields, so I may have to introduce oxen to Jamaica. The shitty news is that I have 2 things going against me I am neither Mongolian nor Jamaican, which sucks cause I can not picture myself being any of those professions without being of those nationalities sigh :(.
