Terrible neighbor's and their terrible dogs... how should I deal with this?

If you are unable to talk to the owners, then you need to call animal control. Most cities have leash laws and nuisance laws. There is no reason for you (and the rest of the neighborhood) to have to listen to incessant barking day in and day out. There is also no reason for their dogs to be coming into your yard. If need be, take pictures of the dog when it's in your yard, that way you'll have physical proof that the dog is straying from its yard. Also, try recording the barking for additional proof. And, good for you for being a good, responsible pet owner. And don't do anything harmful to the dogs (even throwing rocks could bring ramifications against you if the dog's owner sees you doing it.) It's not the dogs' fault that their owners are idiots.
