Who else has been falsely charged BT 1471 return fees?

This is the second quarter in a row that I have been charged �0.17 for making a 1471 return call that had a duration of 0 hours, 0 minutes and 0 seconds. I phoned last quarter and got an Indian with a poor grasp of English. After a struggle I got him to admit I shouldn`t have been charged. Today I get my current bill in with another 1471 call return fee for 0.00.00 usage against it, again i get an Indian with a poor grasp of English. I ask him where my refund from the last quarter is? He says,` appeal refused`. So I get no letter or other nnotificationto tell me my appeal for being ripped off is refused. I intend taking this up with both `Ofcom` and `Which`, but before I do I want to know how many other sBT is fleecing of a minimal 17p that adds up to mega bucks when they are all put together.
